Oslo municipality is among Norway's largest workplaces with approximately 38,000 full-time employees. Oslo municipality is governed according to a parliamentary governance model. The city council is responsible to the city council, in the same way that the government is responsible to the Storting. Oslo municipality has both municipal and county municipal functions. The city council leads the municipality's administration, submits matters to the city council and is responsible for implementing decisions made in the city council. A city councilor is the political leader of each city council department. The city council and the individual city council member have instructional authority vis-à-vis subordinate agencies. The city council is the municipality's highest body. It consists of 59 elected representatives, who are elected every four years. The city council is led by the mayor. The city council determines the main lines in the development of the city and the municipality's services, including the distribution of the money the municipality has at its disposal.
